I would expect waves to be the biggest/highest during high tide because way far out in the ocean where storms and tsunamis occur causes waves to become higher and stronger. High winds also help cause waves to become higher.
The moon affects the tide because it has gravitational pull which causes the tides to be either high or low. The highest tides of the month would occur during a full moon because that is when it has the most gravitational pull. The lowest tides of the month would occur when there is a quarter moon because that is when there is the least gravitational pull.
